陈炽，晚清光绪朝人，曾任军机汉头班章京、户部员外郎。甲午战争后期著成《庸书》100篇，其中《报馆》提出“国之利器，不可假人”的办报观点。陈炽在维新派办报活动初期发挥了重要作用：《马关条约》签订后，陈炽劝说康有为与之携手创办报刊、学会，以开通维新变法之风气。他不仅主持北京《万国公报》和《中外纪闻》的编辑工作，而且将强学会改名为强学书局，使维新运动在北京从秘密走向公开。1896年8月上海《时务报》创刊后，陈炽为该报担任在北京发行和推广工作，并在户部供职之余重新翻译亚当·斯密《原富》，撰写契合救亡图存时代命题的《续富国策》。其中，《畅行日报说》代表了他的办报思想。

Chen Chi, Guangxu Dynasty in the late Qing Dynasty, had served in the Grant Council and the Ministry of Revenue. In the later period of the first SinoJapanese War, the Book of the Yong was published in 100 articles, among which the Newspaper House put forward the idea of running a newspaper as “the weapon of the state should not be fake”. Chen Chi played an important role in the early stage of the reform group’s newspaper activities: after the signing of the Treaty of Shimonoseki, Chen Chi persuaded Kang Youwei to join hands with him to set up a newspaper and a society, so as to open up the atmosphere of reform. He not only presided over the editorial work of Wanguo Gazette and Zhongwaijiwen, but also changed the name of the Qiangxue society to the Qiangxue publishing house, so that the Reform movement in Beijing changed from secret to open. After the founding of the Shiwu Bao in 1896, Chen Chi worked for the publication and promotion of the paper in Beijing, and in his leisure time in the Ministry of Revenue, he retranslated Adam Smith’s Original Wealth and wrote the National Policy of Continuing to be Rich, which was in line with the proposition of saving the nation from extinction and saving the survival. Among them, “on the Climax of Running Newspapers” represents his newspaper thought.
